"Tutsi is a targeted community"



In a recent paper presented at Renmin University, a Graduate Student in International Law at the same university,[1] pinpoints the links between the genocidal practices in Rwanda and in Burundi. Following are some excerpts from his paper.

It [genocide in Rwanda] was done by a Government trained group of terrorists … the way they were killing Tutsi was the same as that one used in Burundi since 1993 (see United Nations Report S/1996/682).

It is a question of the misunderstanding about the use of the word “genocide” concerning the massacre of Tutsi in Rwanda in 1994. When the fact is not simply denied or not given in the purpose of a genocidal propaganda, it is the qualification of "genocide" which is the subject of negation.

Tutsi is a targeted community: aimed as such as a product of a racial and political group because Tutsi were killed because they are Tutsi.

Thank you Mr. Mbonyingingo for reminding the world, that the Tutsi communities were targeted in Burundi, the same way they were in Rwanda. These is the sort of papers that are needed to describe objectively the genocide issue in Burundi.
Having read these excerpts of your paper, I hope that, from now on, it will be clear enough for anyone to understand the sad, paradoxical situation of the Great Lakes region. In Burundi, the country is ruled by the group that called for, and caried out the genocide of the Tutsi, whereas in neighbouring Rwanda, the incumbent regime's legitimacy originates chiefly from their pledge to fight the genocide ideology.
