Excellence Monsieur le Ministre,
En réponse à notre correspondance du 09 septembre 2006 adressée au Très Honorable Stephen Harper, lui demandant de prendre des actions contre le groupe terroriste génocidaire PALIPEHUTU-FNL responsable du meurtre d’un citoyen canadien, le Cabinet du Premier Ministre nous a référés à Votre Excellence pour la suite de notre lettre.
Aussi, voudrions-nous demander encore une fois au gouvernement canadien de tout faire pour que ce crime qui est resté impuni pendant longtemps soit jugé : il s’agit du meurtre d’Arthur Kabunda et de 20 autres passagers qui voyageaient avec lui dans le bus Titanic. Le crime a eu lieu le 28 décembre 2000 au Burundi et c’est l’organisation terroriste génocidaire PALIPEHUTU-FNL qui l’a commis
En effet, il s’est déjà passé une bonne période depuis que ce cas a été porté à l’attention des autorités canadiennes et par plusieurs intermédiaires. Avant les correspondances que notre organisation à adressées aux membres du gouvernement (au Ministre des Affaires Etrangères le 28 décembre 2002, puis à la Primature le 19 mars et le 9 septembre 2006), l’Honorable Yvon Godin s’était déjà adressé au Parlement Fédéral à ce sujet en date du 12 février 2001 http://www.parl.gc.ca/37/1/parlbus/chambus/house/debates/011_2001-02-12/HAN011-E.htm.
Quand le gouvernement du Canada a demandé que soient punis les assassins de Zara Kazemi, la journaliste irano-canadienne morte en prison dans son pays d’origine, notre organisation nourrissait l’espoir que la requête suivante serait adressée aux autorités burundaises au sujet de feu Arthur Kabunda. Malheureusement, le Canada a par la suite apporté un soutien total aux assassins d’Arthur Kabunda et à leurs associés. En effet, en dépit de la notoriété de la coopération entre le CNDD-FDD et le PALIPEHUTU-FNL dans l’entreprise génocidaire contre la minorité tutsi http://www.un.org/Docs/sc/letters/1998/sglet.htm le Canada a approuvé l’accession du CNDD-FDD au pouvoir et a par la suite appelé à des négociations avec le PALIPEHUTU-FNL. Il a maintenu sa position même après que le groupe eut revendiqué le massacre de centaines de réfugiés tutsi sans défense http://www.justicetribune.com/index.php?id=2741&page=v2_article&langue=2.
Excellence Monsieur le Ministre,
Dans les conditions actuelles, qui sont une conséquence de la complaisance de la communauté internationale avec des criminels burundais, le Canada ne peut pas escompter obtenir du Burundi le rapport tant attendu de l’enquête dans le massacre des passagers du bus Titanic. Le pays est gouverné par le CNDD-FDD, une organisation qui, au moment du meurtre d’Arthur Kabunda par le PALIPEHUTU-FNL, était lié à ce dernier par un accord de coopération. Et comme le CNDD-FDD a accédé au pouvoir sous les auspices de l’ONU, lequel est présentement occupé à finaliser la fusion de ces deux groupes génocidaires en un seule corps dirigeant le Burundi, le groupe au pouvoir affiche une arrogance sans limites et se livre de ce fait à l’emprisonnement, à la torture et à l’assassinat des opposants http://hrw.org/english/docs/2006/12/09/burund14802.htm
C’est pourquoi :
considérant la tendance soutenue de la communauté internationale à minimiser les crimes de l’organisation terroriste génocidaire PALIPEHUTU-FNL et des ses semblables au pouvoir,
compte tenu de l’amnistie des criminels contre l’humanité, de la persécution des figures de l’opposition burundaise et des journalistes de la presse libre qui caractérisent le régime burundais actuel,
Nous estimons qu’il est plus que temps que le Canada pose des actes concrets qui aideraient à traduire en justice les meurtriers d’Athur Kabunda et des ses compagnons d’infortune du bus Titanic.
Nous implorons encore une fois le gouvernement canadien à guider la communauté internationale afin qu’elle prenne le PALIPEHUTU-FNL et le CNDD-FDD pour ce qu’ils sont réellement : des organisations criminelles à dissoudre et dont la place des leaders est la prison

CAN THE CANADIAN GOVERNMENT STILL SUPPORT THE MURDERERS OF A CANADIAN CITIZEN?

Dear Minister,
In response to our September 9, 2006 letter to The Right Honorable Stephen Harper, requesting action against the PALIPEHUTU-FNL terror organization, which is responsible for the murder of a Canadian citizen, The Office of the Prime Minister has referred us to Your Excellency for follow up.
Therefore, we would like to reiterate our request for an intervention of the Canadian Government in this years old, unpunished crime: the murder of Arthur Kabunda and twenty other passengers of the Titanic bus, among whom were children aged less than 5 years. The attack occurred on December 28, 2000 in Burundi and it was carried out by the PALIPEHUTU-FNL terror organization.
The case was brought to the attention of the Canadian authorities long ago and from different voices. Before the letters from our organization to the Canadian Government (to the Minister of Foreign Affairs on December 28, 2002; and to The Prime Minister on March 19 and September 7, 2006); the Honorable Yvon Godin had addressed the Canadian parliament about the issue on February 12, 2001 http://www.parl.gc.ca/37/1/parlbus/chambus/house/debates/011_2001-02-12/HAN011-E.htm
When the Canadian Government asked for the punishment of the murderers of Zara Kazemi, the Iranian-Canadian journalist who was killed while in custody in her country of origin, our organization hoped that the next request would be to the Government of Burundi in regard to the murder of Arthur Kabunda. On the contrary, Canada pledged full support to the enthronement Arthur Kabunda’s murderers and their associates. In spite of the well-known cooperation between the two criminal groups in the genocide against the Tutsi minority http://www.un.org/Docs/sc/letters/1998/sglet.htm , Canada approved the access to power of CNDD-FDD and encouraged negotiations with PALIPEHUTU-FNL, even after the latter group had claimed responsibility for the massacre of hundreds of defenseless refugees http://www.justicetribune.com/index.php?id=2741&page=v2_article&langue=2.
Dear Minister,
Under the current situation, which is itself the results of the international community complacency with Burundian criminals, Canada cannot receive from Burundi the long-promised investigation report on the Titanic massacre. The country is governed by CNDD-FDD an organization which, at the time of Arthur Kabunda’s murder by PALIPEHUTU-FNL, was bound with this same group by a cooperation agreement. As they were paradoxically helped to power by the UN, which is presently supervising the merger of the CNDD-FDD with PALIPEHUTU-FNL into one and same ruling body, the incumbent regime is so arrogant that it is arresting, torturing and killing opponents http://hrw.org/english/docs/2006/12/09/burund14802.htm
For all these reasons:
considering the international community’s tendency to over-regarding the crimes committed by the PALIPEHUTU-FNL terror organization and their accomplices in office,
given the ongoing persecution of opposition figures, the general crackdown on the free press, together with the amnesty granted to criminals against humanity, which characterize both the incumbent CNDD-FDD regime,
We believe it is high time Canada made concrete moves that would bring to justice the murderers of Arthur Kabunda and his fellow passengers.
We therefore beg the Canadian Government to lead the international community in taking PALIPEHUTU-FNL and the ruling CNDD-FDD for what they really are: criminal organizations to be disbanded and whose leaders’ place is in the docks.
